The ACP-EU Culture program is an initiative of the ACP States Group Secretariat funded by the European Union. This program aims at stimulating the cultural sector in order to contribute to the social and economic development of ACP countries. With a budget of euro 40 million for the period from 2018 to 2021, it mainly funds companies promoting cultural and technological innovation with focus on the youth.<\/strong><\/p>\n

The ACP-UE Culture program organizes many activities at FESPACO PRO mainly round tables, panels on many aspects relating to funding mechanisms for cinema in Africa or building capacities on entrepreneurship for women directors in ACP countries. For this first conference, the European Union focused on the general funding of culture. Antonio CAMCHO (Team Leader for UE Burkina Good Governance), de Gian Giuseppe Simeone (Team Leader of the ACP-UE Culture Technical Assistance Unit), Palm\u00e9ro Pilar (Head of UE Burkina Cooperation), and Ousmane Boundaon\u00e9 (FILM Director LAB) presented the modalities funding and supporting projects. Film and cultural professional paid great attention to this conference.<\/p>\n

More than CFA 96,000,000 including CFA 43,000,000 in contribution, for winners<\/strong><\/p>\n

The official Special Prizes list was presented to media people and movie industry professionals at a meeting on Monday 18 October 2021. Special Prizes Commission President Michel SABA said that these prizes aim to encourage filmmakers and support the promotion of African and Diaspora cinema. Special prizes are awarded according to FESPACO rules of procedures. There are 12 donors this year and prizes are organized into the following four categories: The first category includes Parliaments, sub-regional and international bodies, United Nations specialized agencies, NGOs and local governments. Registration fee for this category is CFA 5,000,000 per donor. The second category welcomes States or diplomatic representations accredited in Burkina Faso, with CFA 4,000,000 for registration fee. The third category is reserved for private structures, State-owned companies and so on, registering for CFA 3,000,000. The fourth category is for associations, mutual organizations, professional or faith-based organizations, paying CFA 2,000,000 as registration fee. Each special prize jury is comprised of five members, and each donor has a jury except UEMOA with three. The special prize awards ceremony is scheduled to take place on 22 October 2021 at 4 pm at Hotel Silmand\u00e9.<\/p>\n

Plusieurs donateurs des prix sp\u00e9ciaux, cin\u00e9astes ayant un film au programme et hommes de m\u00e9dias, tels sont ceux qui ont pris part \u00e0 la rencontre Michel SABA, le pr\u00e9sident de la commission des prix sp\u00e9ciaux explique que les prix sp\u00e9ciaux visent \u00e0 encourager les cin\u00e9astes et \u00e0 soutenir la promotion du cin\u00e9ma africain et de la diaspora. Ils sont de ce fait d\u00e9cern\u00e9s selon le r\u00e8glement int\u00e9rieur du FESPACO. Cette ann\u00e9e il y a 12 donateurs et les prix sont regroup\u00e9s en quatre cat\u00e9gories. La 1\u00e8re cat\u00e9gorie concerne les parlements, les organisations sous-r\u00e9gionales, les organismes internationaux, les organismes sp\u00e9cialis\u00e9s des Nations-Unies, les ONG et les collectivit\u00e9s territoriales. Les frais d\u2019inscription sont de 5 000 000 FCFA par donateur pour cette cat\u00e9gorie. La 2\u00e8me concerne les \u00c9tats ou les repr\u00e9sentations diplomatiques accr\u00e9dit\u00e9es au Burkina avec pour frais d\u2019inscription : 4 000 000 FCFA. La 3\u00e8me est r\u00e9serv\u00e9e aux structures priv\u00e9es, les soci\u00e9t\u00e9s d’\u00e9tats… pour 3 000\u00a0000 FCFA La 4\u00e8me concerne les associations, les mutuelles, les organisations professionnelles ou confessionnelles pour 2.000.000FCFA Chaque jury de prix sp\u00e9cial est compos\u00e9 de cinq membres et chaque donateur a un jury \u00e0 l\u2019exception de L\u2019UEMOA qui dispose de trois jurys. At the International Centre called \u00ab\u00a0La Termiti\u00e8re\u00a0\u00bb youth aged 5-30 are familiarize themselves with virtual reality techniques, filmmaking and the basics of artistic make-up. In this context, Adama OUEDRAOGO, filmmaker and creator of \u201cClap en Herbe\u201d trains students in schools to ensure the future of Burkinab\u00e8 Cinema. The future generation should be initiated to virtual reality, the use of digital tool for 3D filmmaking like in developed countries. Charles YARO, one of the predecessors of this innovative technique, was with the kids. At CDC La Termiti\u00e8re, UNICEF provides support to FESPACO with film screenings on COVID 19 preventive measures. Adama Ou\u00e9draogo r\u00e9alisateur et concepteur de \u00ab Clap en Herbe \u00bb dans ce cadre, forme des \u00e9l\u00e8ves dans les \u00e9tablissements scolaires de la place afin d\u2019assurer la rel\u00e8ve du cin\u00e9ma burkinab\u00e8. Cette rel\u00e8ve doit \u00eatre initier \u00e0 la r\u00e9alit\u00e9 virtuelle, \u00e0 l\u2019utilisation de l\u2019outil num\u00e9rique pour la production des films 3D \u00e0 l\u2019instar des pays d\u00e9velopp\u00e9s. Un des doyens de cette technique innovante Charles YARO est \u00e9galement aux c\u00f4t\u00e9s des enfants. Au CDC la Termiti\u00e8re l\u2019UNICEF accompagne le FESPACO avec des projections de films sur la sensibilisation aux mesures barri\u00e8res du COVID-19. The Chief of Staff of the Minister for Culture and Communication of Senegal, Demba Faye added that \u00ab\u00a0the success of Senegalese movies is linked to its resources and that Sembene Ousmane is one of the great figures who have worked for the development of African cinema. Filmmaking in Senegal began in 1955 with the short film called \u00ab\u00a0Afrique sur Seine\u00a0\u00bb by Paulin Soumanou Vieyra. Later on in 1966, Sembene Ousmane followed his master directing the fictional feature film called \u00ab\u00a0La Noire de…\u00a0\u00bb, wining \u00ab\u00a0Jena Vigo Prize\u00a0\u00bb. On the different shelves, one can find some traditional loincloth, jewellery, decorative objects, shoes and many other items. However, exhibitors are complaining about the lack of enthusiasm from people and buyers. Franck BOUDA and his friend, from Senegal, find it difficult selling out their leather products. \u00ab\u00a0We are not selling, since this morning we did not sell anything, but we\u2019re hopeful things will get better\u00a0\u00bb. This hope is also shared by Noufou Traore who came from Banfora with local fabrics and other products. \u201cCustomers come in, have a look, ask for prices but don\u2019t buy anything\u201d, he said. On the other hand, restaurant and pub owners are good for business, especially in the evening. Between grills, fried food and drinks, everything runs smoothly and they are busy satisfying their customers. After the official opening of the 27th edition of the Pan-African Film and Television Festival of Ouagadougou, and the screening of the inaugural film, filmmakers met at Cin\u00e9 Burkina to pay tribute to late filmmakers since the last edition of FESPACO in 2019. \u00ab\u00a0This is a tribute night organized at each FESPACO edition to remember a beautiful trajectory of African cinema, magnify those who have departed, and who committed themselves to the development of African cinema. They are some of the pioneers of the FESPACO, the film library, institutions, the visions of African cinema\u00a0\u00bb, Aboubacar SANOGO, cinema lecturer a teacher of cinema and presenter of the ceremony, said.The highlights of this event were the various testimonies of collaborators of the deceased filmmakers, and a screening of documentary film \u00ab\u00a0Cam\u00e9ra d\u2019Afrique\u00a0\u00bb by Tunisian F\u00e9rid BOUGHEDIR. A<\/strong>pr\u00e8s l\u2019ouverture officielle de la 27e<\/sup> \u00e9dition du FESPACO et la projection du film inaugural, les cin\u00e9astes ont pris rendez-vous au Cin\u00e9 Burkina pour rendre hommage aux cin\u00e9astes disparus depuis la 26e \u00e9dition du FESPACO en 2019. \u00ab Il s\u2019agit d\u2019une veill\u00e9e d\u2019hommage organis\u00e9e \u00e0 chaque FESPACO et qui vise \u00e0 rem\u00e9morer une belle trajectoire du cin\u00e9ma africain, \u00e0 magnifier ceux-l\u00e0 qui nous ont devanc\u00e9 et qui ont \u0153uvr\u00e9 pour l\u2019\u00e9volution du cin\u00e9ma africain. Born in 1958, Burkinabe Boubakar GALBANI is one of the designers of the monument standing proudly at the mythical Filmmakers\u2019 Square which has become a true emblem of FESPACO, not to say Burkina Faso. Boubakar told us about the creation of the monument.<\/strong><\/p>\n

\u201cT<\/strong>he monument represents a camera with its lens pointing the sky. This is how we wanted. The monument as we see it today was built in February 1987. This model was chosen from among several proposals by the architects and sculptors of the time. They came to me so that I could design it. We were two weeks ahead of the festival. The monument was designed and developed in a metallurgical plant called ACMD at Kossodo in Ouagadougou, and then transported to the roundabout near the City Hall. Transport from Kossodo to City Hall was a real headache because at that time there was only one crane in the entire country. We called on the Gendarmerie to clear out the way for the passage of the monument. The unveiling of the monument was scheduled for the day of the festival and authorities had planned a helicopter to remove the large tarpaulin covering the structure. Unfortunately, the helicopter did not show up on that day and we had to pull this gigantic tarpaulin barehanded. The structure is 12m25 high, weights 10 tons and entirely made of metal sheet 4 with large pipes inside. The base is made of reinforced concrete. The plate with names of all the technicians who worked of the structure was set by myself bare-handed\u201d. Boubacar GALBANI who retired to his village Garango came to introduce himself on the occasion of the 27th edition of FESPACO for us to remember the artisans of this monument. He would like to see them involved in the libation ceremony for the upcoming editions.<\/p>\n

\u00ab Le<\/strong> monument repr\u00e9sente une cam\u00e9ra dont l’objectif est point\u00e9 vers le ciel. Nous avons voulu l’installer ainsi \u00bb \u00ab Le monument tel que nous le voyons aujourd\u2019hui a \u00e9t\u00e9 construit en f\u00e9vrier 1987. Ce mod\u00e8le a \u00e9t\u00e9 retenu parmi plusieurs propositions faites par les architectes et les sculpteurs de l\u2019\u00e9poque. Ils sont venus me voir afin que je con\u00e7oive ce monument. Nous \u00e9tions \u00e0 deux semaines du lancement du FESPACO. Nous l\u2019avons con\u00e7u dans un atelier de m\u00e9tallurgie \u00e0 Kossodo d\u00e9nomm\u00e9 A.C.M.D. (Atelier de Construction M\u00e9tallique et Divers) ce monument a \u00e9t\u00e9 construit pour ensuite \u00eatre transport\u00e9 au rond-point au niveau de la Mairie de Ouagadougou. Le transport de Kossodo \u00e0 la Mairie a \u00e9t\u00e9 p\u00e9nible car \u00e0 l\u2019\u00e9poque, il n’y avait qu’une seule grue dans tout le pays. Nous avons fait appel \u00e0 la gendarmerie afin qu’elle nous \u00e9claire le passage du monument. Le d\u00e9voilage du monument \u00e9tait pr\u00e9vu pour le jour du FESPACO et les autorit\u00e9s avaient pr\u00e9vu un h\u00e9licopt\u00e8re pour d\u00e9voiler la grande b\u00e2che qui couvrait l’\u00e9difice. Malheureusement l’h\u00e9licopt\u00e8re n’est pas venu. Nous \u00e9tions oblig\u00e9s de tirer cette gigantesque b\u00e2che \u00e0 mains nues. L’\u00e9difice est haut de 12m25, p\u00e8se 10 tonnes enti\u00e8rement construit en t\u00f4le de 4 avec de gros tuyaux \u00e0 l’int\u00e9rieur. Le socle quant \u00e0 lui est fait en b\u00e9ton arm\u00e9. La plaque o\u00f9 sont inscrits tous les noms des techniciens qui ont fabriqu\u00e9 ce monument a \u00e9t\u00e9 fix\u00e9e par mes propres mains nues \u00bb. Boubacar GALBANI qui s\u2019est retir\u00e9 dans son village \u00e0 Garango est venu se pr\u00e9senter \u00e0 cette 27e FESPACO afin qu’on n’oublie pas ceux qui ont construit ce monument. Il souhaite d’ailleurs que l’on puisse les associer aux c\u00e9r\u00e9monies de libations \u00e0 chaque \u00e9dition.<\/p>\n

H<\/strong>ighlighting the evolution of technical equipment, this is what motivated organizers the event taking place in FESPACO premises. According to the President of the Exhibition Commission of this FESPACO edition and also National Museum Director for Exhibition and Mediation, this activity consisted in exposing old filmmaking equipment, including cameras, editing and projection equipment. Since the first inventions, the technology of cinematographic equipment and content has significantly changed. And this development has led to the establishment of international standards for film production and distribution, following a process ranging from script writing, pre-production, production and post-production, all requiring specific technical equipment. This equipment is from the archives of the African Film Library of Ouagadougou.<\/p>\n

Mettre en lumi\u00e8re l’\u00e9volution des mat\u00e9riels techniques, voici ce qui a motiv\u00e9 l\u2019organisation de cette exposition de mat\u00e9riel cin\u00e9matographique qui se tient dans les locaux du si\u00e8ge du FESPACO. Selon le pr\u00e9sident de la commission exposition du cette \u00e9dition du FESPACO et par ailleurs directeur des expositions et de la m\u00e9diation du mus\u00e9e national, cette exposition a consist\u00e9 \u00e0 utiliser tout le mat\u00e9riel qui se cache derri\u00e8re la r\u00e9alisation de films, notamment l’appareil photo, la camera, les appareils de montage et de projection de films. Depuis les premi\u00e8res inventions, les mat\u00e9riels et contenus cin\u00e9matographiques ont connu une \u00e9volution technologique significative. Humorists Souk\u00e9 and Siriki, Moussa Petit Sergent, famous designers such as Korotimi Dao, and Sebastian Bazemo, choregraphers including Irene Tassembedo, Germene Akonine and Blandine Yameogo. MICA has settled down at the FESPACO Headquarters this year. This framework for the promotion of African cinema and exchange between producers, distributors, project proponents and broadcasters during the festival has innovated. MICA 2021 is now part of the FESPACO professional section known as FESPACO PRO which includes, in addition to MICA, the Yennenga Workshops, Yennenga Liboni, and Yennenga Connection. FESPACO PRO aims to support the various filmmaking segments and is opened to film producers and distributors, streaming platform operators, broadcasters, African film festivals, national, regional and international institutions and bodies financing African cinema, and creation and coproduction support mechanisms. Adjaratou Banc\u00e9, Director of MICA 2021 said this is an opportunity that FESPACO provides for African cinema and audio-visual professionals to reflect on the various profession of the industry. MICA helps establish links between international buyers and sellers of African film and audio-visual works. Filmmakers, actors and actresses, movie industry professionals and the highest authorities for Culture of Burkina Faso and Senegal, Country Guest of Honour, have sacrificed to the traditional libation ceremony.<\/p>\n

This ceremony always takes place on the second day of the festival at the filmmakers\u2019 square to pay tribute to departed industry professionals. They are now more physically but they remain in our hearts, in our minds for the dead are in the flowing water, in the blowing wind. This is why they must not be forgotten. This year\u2019s ceremony was quite simple and showed the depth and warm of the deed. During his speech, FEPACI Secretary General Cheick Oumar Sissoko poured water on the ground, a symbol in Africa to pay tribute to the dead. For him, the symbol is as old as the world because for millennia each society has had a specific way of paying tribute to the dead. This is a way of asking the ancestors to welcome our predecessors. He added that the symbol behind the libation ceremony is also show the living that they will always be remembered, and same for their works and images. Hand in hand, filmmakers and professionals from Africa and their peers from other regions of the world toured three times the filmmakers\u2019 monument. A moment of silence was also observed in their memory. The libation ceremony was followed by the unveiling of the statue of Alain Gomis twice winner of the Etalon d’or of FESPACO in 2013 and in 2017. He statue now stands at the Colonne des Etalons (Gallery of the Grand prize winners). The statue was unveiled in the presence of Burkinabe Minister of Culture, Arts and Tourism, and the Minister of Culture and Communication of Senegal, Guest of Honour of FESPACO 2021.<\/p>\n

C<\/strong>in\u00e9astes, com\u00e9diens, professionnels du 7\u00e8me art et les plus hautes autorit\u00e9s en charge de la culture du Burkina Faso et du S\u00e9n\u00e9gal, pays invit\u00e9 d’honneur ont sacrifi\u00e9 \u00e0 la traditionnelle c\u00e9r\u00e9monie de libation.<\/p>\n

Cette c\u00e9r\u00e9monie se tient toujours au 2eme jour du FESPACO \u00e0 la place des cin\u00e9astes pour rendre hommage aux professionnels du cin\u00e9ma disparus. Ils ont disparu physiquement mais ils sont dans nos coeurs, dans nos esprits car les morts sont dans l’eau qui coule, dans le vent qui souffle. C’est la raison pour laquelle il ne faut pas les oublier. Cette ann\u00e9e, la c\u00e9r\u00e9monie s\u2019est voulue simple et a montr\u00e9 toute la profondeur et la chaleur de l’acte. Le Secr\u00e9taire G\u00e9n\u00e9ral de la FEPACI Cheick Oumar Sissoko au cours de son allocution a vers\u00e9 de l’eau au sol, symbole en Afrique pour rendre hommage aux morts. Pour lui la symbolique est vieille comme le monde car depuis des mill\u00e9naires chaque soci\u00e9t\u00e9 \u00e0 une mani\u00e8re \u00e0 elle de rendre hommage aux morts. C’est une mani\u00e8re de demander aux anc\u00eatres de bien accueillir nos devanciers. Il a ajout\u00e9 que la symbolique de la c\u00e9r\u00e9monie de libation c’est aussi de montrer \u00e0 tous ceux qui sont encore l\u00e0 qu’ils ne seront jamais oubli\u00e9s de m\u00eame que leurs oeuvres et leurs images. Main dans la main, cin\u00e9astes et professionnels du cin\u00e9ma de l’Afrique et leurs pairs venus des autres contr\u00e9es du monde ont fait trois fois le tour du monument des cin\u00e9astes. Une minute de silence a \u00e9t\u00e9 \u00e9galement respect\u00e9e en leur m\u00e9moire. Cette c\u00e9r\u00e9monie a \u00e9t\u00e9 suivie du d\u00e9voilage de la statue de Alain Gomis double Etalon d’or du FESPACO en 2013 et en 2017. Sa statue tr\u00f4ne d\u00e9sormais dans la colonne des Etalons. Le d\u00e9voilage a \u00e9t\u00e9 fait en pr\u00e9sence de la Ministre Burkinab\u00e8 de la Culture, des Arts et du Tourisme et du pays invit\u00e9 d’honneur.<\/p>\n

Le pays de la T\u00e9ranga est l\u2019invit\u00e9 d\u2019honneur de la 27e \u00e9dition du FESPACO. Un choix non fortuit qui est expliqu\u00e9 par la ministre en charge de la Culture burkinab\u00e8, Dr Elise Fonyama Ilboudo\/ Thiombiano par plusieurs raisons. \u00ab Les relations s\u00e9culaires qui existent entre les deux Etats, la volont\u00e9 de mettre en lumi\u00e8re le dynamisme de l\u2019industrie s\u00e9n\u00e9galaise du cin\u00e9ma et de l\u2019audiovisuel, le partage d\u2019exp\u00e9riences et les accords culturels de coop\u00e9ration et de coproduction qui lient les deux Etats. L\u2019exemplarit\u00e9 du S\u00e9n\u00e9gal dans le domaine de l\u2019industrie du cin\u00e9ma africain qui d\u00e9ploie des initiatives positives pour le d\u00e9veloppement du cin\u00e9ma. \u00bb, cette explication a \u00e9t\u00e9 donn\u00e9e \u00e0 Dakar lors de la conf\u00e9rence de presse du 29 juin dernier \u00e0 l\u2019occasion du lancement officiel de la 27e<\/sup> FESPACO. Le S\u00e9n\u00e9gal a 14 films figurant dans les diff\u00e9rentes cat\u00e9gories de la comp\u00e9tition officielle de la pr\u00e9sente \u00e9dition.<\/p>\n
