**farsnews.ir is the ONLY site that behaves differently through Tor vs clearnet.**

- Through Tor: HTTP 200 (fully functional)
- This confirms farsnews.ir (IRGC-linked) **actively blocks non-Tor/non-Iranian IPs**
- All other down sites are genuinely unreachable from ANY source

## Conclusion

The widespread HTTP 000 responses across Iranian military, government, judicial, banking, telecom, and infrastructure sites represent a **genuine infrastructure-level outage**, not geo-blocking or IP filtering. The servers are either physically offline, network routes are withdrawn, or the domestic backbone connecting them to the internet is severed.
